If Samuel James is the Prince's right hand, then Warren Mathers is her left. A master of manipulating the flow of information, his function before the Decimation was more propaganda officer than secretary, but as the agents of the God-Machine descended on the city's Kindred Mathers was forced to hone his skill at espionage to preserve the existence of himself and his Prince. Forced to pursue less direct paths to mortal influence, it is said he controls several strange cults within the city who war with each other in the shadows. Of course, some say he's been doing that all along for his own cruel amusement, it is just more obvious now with less supernatural "noise" to obscure it.
